General Job Description
The Director, Emergency Medical Services (EMS) Program reports to the Associate Dean of Public Safety Programs and is responsible for the administrative, instructional, and accreditation compliance functions of the EMS program, including Paramedic-level education. This role requires leadership, planning, evaluation, continuous quality improvement, and operational oversight in alignment with North Carolina Office of EMS (NCOEMS) and CoAEMSP standards.
The Director ensures the program meets and maintains accreditation and regulatory requirements, including those set by CoAEMSP and the Commission on Accreditation of Allied Health Education Programs (CAAHEP). This role includes supervision of EMS faculty, oversight of clinical and field education components, collaboration with the Medical Director, and maintenance of program outcomes. The Director also oversees the American Heart Association (AHA) Community Training Center.
** $5,000 sign-on bonus to be paid upon the successful completion of a 6-month probationary period**
Duties
Accreditation & Compliance (C0AEMSP & NCOEMS)
Ensure the program meets and maintains CoAEMSP/CAAHEP accreditation and NCOEMS education program approval while also meeting NCCCS standards.
Maintain all required documentation for annual reports, self-studies, site visits, and reaccreditation cycles .
Coordinate with the Medical Director to ensure appropriate clinical oversight and content delivery.
Oversee clinical and field internship placements and preceptor compliance in collaboration with the Clinical Coordinator.
Instructional Responsibilities
Deliver EMS instruction as assigned, ensuring alignment with National EMS Education Standards and NCOEMS guidelines.
Develop and revise program and course content to reflect evidence-informed practices and current standards in coordination with the EMS team.
Establish new classes as needed at various locations in Randolph County.
Facilitate the selection and ordering of textbooks.
Student Support & Advising
Participate in student recruitment, advising, mentoring, and success planning.
Provide academic advising for prospective and current EMS students.
Counsel EMS students on potential placements and follow up with course placement.
Implement a student retention plan.
Respond to inquiries regarding EMS classes within two business days.
Program Planning & Coordination
Prepare a master schedule of course offerings, revise accordingly each term.
Coordinate with other RCC departments to enhance EMS program services.
Review, evaluate, and assess EMS programs annually to support innovation and alignment with the College's mission.
Participate in program, departmental, and institutional meetings and co-curricular activities.
Program Leadership & Administration
Lead long-range and annual planning for program development and strategic alignment.
Monitor student progress, certification outcomes, and program effectiveness using data and performance benchmarks.
Recruit, interview, and hire appropriately credentialed EMS instructors and staff.
Submit hiring documents and verify instructor credentials within required timeframes.
Orient new instructors and assign teaching schedules within workload policy guidelines.
Supervise and evaluate EMS instructors, staff and classes, including classroom observations.
Assist faculty in developing instructional materials and classroom management strategies.
Serve as a resource person and facilitate communication (including team meetings) with EMS instructors, staff, clinical and field internship preceptors.
Guide the EMS Administrative Assistant in maintaining records (e.g., contracts, payroll, attendance).
Evaluate the effectiveness of instruction, faculty, and the continuous quality review and improvement of the overall program.
Monitor and review part-time faculty records for completeness and compliance.
Ensure confidentiality of educational records in compliance with FERPA.
Work collaboratively with the education medical director.
Resource & Budget Management
Maintain program budget, including professional development, local travel, procurement of equipment and instructional materials.
Implement inventory control methods to properly support the program and budget for effective instruction.
Community Engagement & Outreach
Assist in recruitment and retention efforts for EMS and the college.
Cultivate relationships with hospitals, EMS agencies, and community partners to support internships and job placement.
Lead the EMS Advisory Committee and engage stakeholders in curriculum and program development.
Professional Development & College Service
Remain current and ensure that faculty professional development needs are met in the discipline, instructional methods in EMS education and regulatory changes through professional development activities, including off-campus events, webinars, and conferences.
Serve on college committees and participate in college-wide initiatives.
Required and Preferred Qualifications
Required: Bachelor's degree in EMS or a related field OR a bachelor's degree with an associate degree in EMS.
Current North Carolina Paramedic certification .
Current North Carolina Level II Paramedic Instructor credential .
Current instructor certifications in BLS, ACLS, and PALS .
Minimum two years of academic or clinical teaching experience in EMS at or above the Paramedic level.
Minimum two years of full-time field experience in the delivery of pre-hospital emergency care.
Familiarity with and ability to comply with NCOEMS education rules , CoAEMSP accreditation standards , and National EMS Scope of Practice and Education Standards .
Proficient in curriculum development, instructional evaluation, and student assessment.
Preferred:
Master's Degree in EMS, Healthcare Administration, or a related field
Two years' experience EMS leadership, training, and/or supervision
National Registry Paramedic certification
Critical Care Paramedic certification
Current Instructor certification for ITLS and PHTLS
One year's experience developing online and hybrid classes
Experience in EMS program administration, including budgeting, planning, and compliance reporting
