The Virginia Department of Health Office of Licensure & Certification is seeking a skilled Training and Compliance Program Manager to lead and develop training programs for Medical Facilities Inspectors across the Commonwealth. In this role, you’ll ensure staff are fully equipped to enforce state and federal regulations, maintain compliance, and uphold the highest standards of patient care.
The Office of Licensure and Certification’s (OLC) Training and Compliance Program Manager - OLC is responsible for overseeing the design and implementation of the Continuous Quality Improvement (CQI) Plan, which includes OLC employee program orientation and inspection training across 5 state licensing and federal Medicare/Medicaid provider categories. This position ensures that all Centers for Medicare and Medicaid Services (CMS) training requirements are met, including the use of the Learning Management System (LMS) and provides remediation/re-education as needed. Serving as the liaison with CMS Regional and Central Office training contacts, the Training and Compliance Program Manager - OLC also supervises various coordinators, including those for the Outcome and Assessment Information Set (OASIS), Minimum Data Set (MDS), and Automated Survey Processing Environment (ASPEN) programs. This position oversees the intake and maintenance of complaint data, ensuring that complaints are appropriately handled and tracked, and that program performance is monitored. The Training and Compliance Program Manager – OLC, is also responsible for supervising the OLC Compliance Unit, which addresses constituent concerns regarding the quality of care in Virginia’s healthcare facilities.
What You’ll Do:
-Lead, develop, and mentor inspection staff to ensure consistent and accurate regulatory compliance
-Design and manage comprehensive training programs, materials, and evaluations.
-Provide expert guidance on healthcare regulations, policies, and inspection protocols.
Minimum Qualifications
• Comprehensive knowledge of state licensing inspection requirements, federal survey and certification policies and procedures, and compliance investigation processes.
• Considerable knowledge of CMS survey and certification requirements.
• Knowledge of compliance intake processes, including federal and state processes or guidelines for compliance investigations.
• Experience applying performance management principles and techniques, including setting objectives, monitoring performance, and conducting appraisals.
• Considerable experience in the design, development, and management of a varied and complex education and training program for a large organization.
• Experience developing, organizing, and communicating training materials and technical content clearly and effectively across a variety of platforms, including public speaking events and written materials.
• Strong leadership and managerial skills to guide staff, assign tasks, and resolve issues.
• Excellent communication and customer service skills for interacting with complainants and government officials.
• Ability to maintain up-to-date knowledge of federal regulations and communicate them to stakeholders.
Additional Considerations
• Comprehensive knowledge of ASPEN, MDS, iQies, and OASIS database systems.
