About the Department

The Shasta County Health and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services. HHSA promotes optimal health for all.

About the Position

Under general direction of the Quality Management Program Manager, the Senior Staff Services Analyst plans, directs, evaluates, and participates in the work of administrative and technical support staff responsible for a major staff support services unit; and/or performs or manages the most complex and specialized work for the department; and performs other work as required.

The Senior Staff Services Analyst is responsible for:

  1. Oversight, monitoring, and performance improvement activities for County/Regional Model Substance Use Disorder (SUD) programs to ensure compliance with state and federal laws and regulations, and DHCS contract terms.
  2. Conducts internal/external audits and investigations and prepares comprehensive reports and recommendations for SUD Medi-Cal and SUBG funded programs.
  3. Collects, tracks, analyzes, and submits supporting documentation for DHCS/ERQO reviews/Audits and Corrective Action Plans (CAPs).
  4. Manages all health care fraud, waste and abuse prevention activities pursuant to Centers for Medicare and Medicaid Services regulations, OIG requirements, and internal/external auditing procedures; develops policies and procedures that encourage managers and employees to report suspected fraud, waste and abuse without fear of retaliation.
  5. Analyzes new and revised laws and regulations to determine the need for changes in policies, procedures, systems, forms, and publications; keeps abreast of the development of laws and ethics, audit requirements, and documentation.
  6. Supervises and directs subordinate staff, including assigning and reviewing work, hiring independently, and evaluating, writing and signing work performance evaluations.
  7. Supervises the staff responsible for supporting the Mental Health Drug and Alcohol Advisory Board (MHADAB) and attending after hours meetings.

Distinguishing Characteristics

This is either the advanced journey/specialist and/or first level supervisory class in the Staff Services Analyst series. Senior Staff Services Analysts have responsibility for one (1) or both of the following: Supervising a staff support services unit consisting administrative and technical support staff engaged in personnel and payroll, staff development, fiscal, general administrative, and/or program analysis work. Incumbents have full supervisory/management responsibility in addition to Staff Service Analyst duties; and/or assignment in a medium-sized department as the personnel officer, staff development officer, budget officer, or program analysis manager with department-wide responsibilities; in the smaller departments, is responsible for managing all departmental administrative functions.

The ideal candidate will act as a subject matter expert in Substance Use Disorder government policy and analysis, ensuring strict compliance with all relevant state, federal, and local regulations and guidelines. In addition, they will be responsible (with the guidance of the Quality Management Program Manager) for developing procedures to guarantee county compliance with contractual and regulatory requirements. This individual will excel at researching, organizing, compiling, and summarizing data and information for presentation to key stakeholders. They should also be adept at coordinating information and ensuring effective communication within the branch, HHSA, and external customers. Examples of Essential Duties

Duties may include, but are not limited to, the following: Supervises and participates in the work of a unit of professional, technical, and clerical support staff engaged in the review and analysis of departmental operations, policies, and procedures; assigns, coordinates, schedules, and reviews the work of subordinate staff members; makes recommendations regarding the hiring and disciplining of staff; gathers and studies data regarding department operations; reviews and analyzes organizational studies, policies, procedures, budgetary requirements, personnel management practices, and other aspects of agency operations; prepares reports and makes recommendations on dept. policies, procedures, and operations; reviews and analyzes legislation, state mandated regulations and procedures and relevant court decisions to determine impact on dept. operations; makes recommendations for necessary actions; handles the highly specialized assignments in a medium-sized department such as acting as the personnel officer, staff development officer, budget officer, or program analysis manager with department-wide responsibilities; represents the department in meetings with personnel from other departments and agencies.

For Staff Development Option:

Determines training and development needs; identifies, develops and coordinates resources for all departmental training and staff development and/or directs and advises unit staff in the area of training and staff development, including workshops, college coursework, training programs, and on-the-job training sessions; conducts and/or directs staff in conducting workshops and training sessions on a variety of topics, including but not limited to technical skills, program areas, supervisory principles, customer service skills, safety, diversity, and sexual harassment prevention training modules.

For Program Analysis Option:

Plans, identifies, and analyzes complex program administration problems for a department and develops solutions and/or directs staff in planning, identifying, and analyzing program administration problems and developing solutions; reviews regulatory materials for program impact and possible review and revision of current systems and procedures; coordinates multi-disciplinary groups for program systems review.

Qualifications

Ability to: Plan, organize, direct, and review the work of the staff in the unit; select, train, supervise, evaluate, and discipline subordinate staff; analyze problems, select alternatives, determine project consequence of proposed actions and implement recommendations in support of departmental objectives; understand, interpret, and apply laws, rules, and regulations as they relate to various areas of responsibility; collect, interpret, and evaluate narrative and statistical data pertaining to fiscal and management matters; provide verbal and written technical direction to others; communicate effectively in writing in order to prepare a variety of reports, correspondence, and memoranda; establish and maintain effective working relationships.

Knowledge of: Principles and practices of employee training and development; adult learning processes; variety of training programs for employee development; effective communication, facilitation methods, and aids used for training programs and presentations.

Ability to: Plan, coordinate, and implement training programs; speak effectively and convey ideas clearly while facilitating group discussions and training sessions.

For Program Analysis Option:

Knowledge of: Principles, methods, and techniques of community organization and development, program planning and design, grant writing, budget development, and program evaluation; theories, principles, goals, and objectives of public social services; laws, rules, and regulations governing assigned program areas.

Ability to: Apply social service planning principles and techniques to problems and issues; build coalitions among groups with differing needs and objectives; plan and evaluate social service programs.
