Recreation Specialist

The City of Seaside is seeking qualified candidates to fill the part-time Recreation Specialist position assigned to the Art Program. We invite applicants with experience supporting and coordinating community-based arts programs, including art exhibit installations and collaboration with local artists, organizations, and community groups for art-related programs, events, and exhibitions. The successful candidate will possess knowledge of various artistic media and arts program administration practices, as well as experience monitoring artwork projects, timelines, and budgets. Candidates should demonstrate the ability to assist in the planning, organization, and implementation of recreational and cultural arts programming that serves a diverse community.

Work Schedule:

This position is for the Art program with the following available shifts:

  • Mon - Sun (exact days may vary), 8:00 a.m. - 5:00 p.m. (hours vary)
  • Required Work Days: Includes key event dates such as Saturday before Easter, 4th of July, Sunday Blues (5 Sundays), October 13 (City Birthday), Halloween, Winter Wonderland, Cereal with Santa, and various smaller events typically scheduled on Friday evenings and Saturday/Sunday.

Total Weekly Hours: 30 hours (may vary). Flexibility in scheduling is appreciated based on program needs. This is an at-will part-time position.

Under direct or general supervision, assists in planning, implementing, and overseeing recreation activities in connection with recreation services programs; performs a variety of technical support, clerical, and lead worker functions related to recreation facility and program operations; coordinates and directs the work of temporary staff and volunteers; monitors the day-to-day operation of specific programs and facilities; performs administrative duties related to assignment; and performs related work as required.

Receives direct supervision from Recreation Director or Recreation Programs Supervisor. May receive general direction from a Recreation Specialist II. May provide functional or technical direction to seasonal staff and/or volunteers.

This is the entry-level class in the Recreation Specialist series. Initially under close supervision, incumbents have program coordination, administrative, and/or day-to-day operational responsibilities of assigned recreation programs and facilities. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of positions at the II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Examples of Duties

Plans, organizes, implements, leads, and assists in one or more recreation programs, activities, and/or systems at one or multiple sites.

Plans, develops, and provides recreation program work; researches excursion sites; communicates status of activities and services to appropriate personnel.

Assists in ordering supplies and materials for projects and activities; reserves needed buildings and equipment.

Assists in the recruitment and selection of staff and volunteers; provides training, orientation, and guidance to assigned staff; provides input to performance evaluations.

Monitors facility use; opens, closes, and secures buildings for events; and assists in the supervision and preparation of the facility and amenities for patron use.

Trains staff and volunteers in work methods and relevant safety precautions.

Acts as a City representative, in person and over the phone, to patrons and the general public concerning questions, problems, concerns, and activities in the provision of recreation program operations, activities, and services.

Documents all incidents involving injury, behavioral problems, and/or any unusual events; communicates as appropriate to supervisor, parents, and others.

Updates and implements policies and procedures, including standard operating procedures for assigned programs and facilities.

Participates in ensuring compliance with relevant permitting and licensing laws and guidelines; maintains and updates all records required by Federal, State, and local regulatory agencies; interprets and applies policies, procedures, laws, codes, and regulations; assists in education about the enforcement of rules and regulations; ensures adherence to rules and ordinances.

Ensures the safety of the public and staff at all times by inspecting, patrolling, monitoring, and instructing on the safe use of program facilities, equipment, and supplies; maintains a safe, clean, and tidy environment; reports unsafe conditions or illegal activities.

Assists and participates in recreation services special events, including setting up and taking down equipment and materials; facilitating activities; and communicating with vendors, City staff, community groups, and other interested parties as needed.

Develops and prepares brochures, flyers, newsletters, and other informational materials for the promotion of recreation programs.

Administers basic first aid and adult and/or child cardiopulmonary resuscitation (CPR) as necessary.

Creates and maintains a variety of records and reports relative to area of assignment.

Performs other duties as assigned.

Typical Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12th) grade and one (1) year of experience related to the recreation program to which assigned. Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
  • Must obtain American Red Cross First Aid Certificate and CPR Certificate for infant, child, and adult within three (3) months of hire; and an AED Certificate within one (1) year of hire.

May be required to work a varied schedule of hours, which may include early mornings, evenings, weekends, and holidays, at a variety of City facilities.

Knowledge of:

  • Basic principles of employee and volunteer supervision and training.
  • Principles, practices, and service delivery needs related to the program area(s) to which assigned.
  • Procedures for planning, implementing, and maintaining a variety of recreation and leisure activities and programs.
  • Recreational, cultural, age-specific, and social needs of the community.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to the program area and facilities to which assigned.
  • Recreation site management and oversight.
  • Safety principles and practices, including basic first aid and adult and/or child cardiopulmonary resuscitation (CPR) methods.
  • Applicable safety precautions and procedures related to the program area(s) and facilities to which assigned.
  • Principles and practices of basic public relations techniques.
  • Principles and procedures of record keeping, cash handling, and report preparation.
  • Business arithmetic and statistical techniques.
  • Modern office practices, methods, and computer equipment and applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the City in contacts with the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Ability to:
