Job Purpose & Position Overview:
The Tribal Vocational Rehabilitation Services Project Manager will have programmatic responsibilities for overseeing the overall program, ensuring that the program goals and objectives are met, and assures compliance with Federal, Tribal, and State regulations.
The Incumbent will provide supervision to the two case managers, transition coach, and the administrative assistant. The program will provide intensive case management services to eligible American Indians with disabilities in our local Service Delivery Area for the purpose of
rehabilitation counseling and guidance reaching individualized set goals through Individual Plans
of Employment (IPE) and integrated outcomes for self-sufficiency. The Incumbent is also
responsible for grant reporting, including collecting site data reports and compiling regular
reports. Must ensure that participants meet all eligibility guidelines according to the requirements of Rehabilitation Act of 1973.
Specific Job Duties/Responsibilities: Demonstrates the Winnebago Tribe's core mission, vision, and values. Develop and update all required forms for the intake, application, follow up and closing. Develop partnerships through MOU with potential partners in employment. Maintains a positive and helpful relationship with clients, Tribal staff, partners and stakeholders and employers. Assisting walk-ins, and over-the-phone requests for services, and coordinating referrals from other agencies Makes the final determination of client eligibility for Tribal Vocational Rehabilitation Services based on eligibility and medical documentation to support disability. Assist the Case Manager to coordinate assessment testing for participants with appropriate providers. Provides new clients with an information about Tribal Vocational Rehabilitation Services and activities. Sets up outreach events with local agencies to recruit participants. Coordinates Program client referrals to/from local programs and designated state vocational rehabilitation programs, including documenting requests for services. Coordinates with participant and appropriate Partners on Development of IEP and targeted timeframes to reach goals. Responsible for data input and case management information into a secured system for to entering and updating client information a safe, secure, and confidential manner. Maintains strict confidentiality following Rehabilitation Service Administration guidelines. Advocates for clients in the community and also responsible for determining eligibility for service and conducting comprehensive assessments of client needs. Schedules clients for follow-up activities with appropriate program staff Monitors progress of the Vocational Rehabilitation program, by establishing and using guidelines to measure program/service outcomes and ensures comparable benefits are being utilized and documented on IPE. Attends Training related to Vocational Rehabilitation and administration of TVRS Programs. Responsible for management of the overall Vocational Rehabilitation Program, including finances, budget reporting, evaluations, contact and networking. Submits all reports to the U.S. Department of Education, Tribal Education Director and the Chief Executive Officer in a timely manner. To build linkages with the appropriate tribal programs, local organizations and State Designated Units that provide VR services, education, work assistance, work experience, and cultural enrichment programs to meet the employment and educational needs of clients. Implement a TVRS Advisory Committee made up of representatives from our network of partners. Ensure TVRS Committee will include at least two individuals with a disability. Serves as a representative of the Tribal Vocational Rehabilitation Services Program, and regularly attends local and national workshops, conferences, and work groups to ensure Tribal representation, on multiple levels concerning vocational rehabilitation services. Implements a set of comprehensive tracking processes to monitor Vocation Rehabilitation Grant performance. Maintains Program files and records relating to program administration and grant compliance. Follows federal regulations concerning program acquisitions, inventory and property management. Monitors monthly financial expenditures, which include taking corrective action for over/under expenditure. Must follow the policies and procedures of the program, and update as needed. Required Qualifications/Skills: Prefer a Bachelor's Degree in Education, Social Services, counseling or field related to vocational rehabilitation or a minimum of two years' experience in the supervision of a Social Services, Human Services or preferably in-service provision to program consumers with disabilities. OR Meet Minimum Qualifications: Associate's degree in Human Services field and 3 years administrative or intensive case management, working with individuals with disabilities preferred. Must be competent in Tribal, State and Federal regulations and law as they apply to American Disabilities Act (ADA) and Vocational Rehabilitation Services. Must have strong interpersonal and communication skills, including the ability to communicate effectively, orally and in writing, through concise reports, memoranda, directives, emails and letters. Must have the ability and interest to greet the public and handle difficult situations on and off the phone in a professional and courteous manner. Including the ability to work with angry or disgruntled clients in a cooperative and effective manner. Ability to maintain strict confidentiality at all times. Demonstrated proficiency in grant and program administration, budget management, financial projections, as well as experience in other procurement of funds. Must have communication skills, both oral and written, to interact with staff, clients, officials, funding agencies, medical staff, and other individuals regarding program and client matters. Must be committed to enhancing indigenous employment and/or education through formal and informal means Must have experience and/or training in vocational assessment and willingness to stay abreast of VR changes and updates of requirements. Be computer literate and able to operate software for letter processing and spreadsheets. Familiarity with Winnebago culture, Winnebago reservation and community resources is desirable and a willingness to learn is required. Must be of good moral character. Will be required to pass Federal background checks and submit to pre-employment drug testing. Must possess a valid driver's license, maintain valid insurance, and be insurable under the Tribe's insurance policy. Proven ability to work well with Indian families, and must have positive interaction skills. Must have the ability to organize and maintain clear and concise records. Supervisory Responsibilities: 2 Case Managers Transition Coach Administrative Assistant Training Requirements: Must engage in an employee development plan as it relates to position. Physical Requirements: Medium office work which includes the ability to lift up to 30 lbs. Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. While performing daily duties, the employee is regularly required to talk and listen. Ability to drive company owned vehicle or personal vehicle. Mental Requirements: Reading, writing, calculating Above average social interaction skills Reasoning/Analysis Language Requirements: Must possess the ability to read, write, and speak the English language fluently. Must be able to continually and effectively employ professional verbal and written communications skills.
