DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston’s Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston’s neighborhoods and provide true housing choice.
To achieve this vision, HCDD is seeking a Management Analyst IV to join its team. In this position, you will perform commercial real estate loan analyses, audits, reconciliations, loan modifications, and work-out functions on properties in Housing and Community Developments’ (HCDD) loan servicing portfolios to ensure repayment and compliance with the requirements of the loan agreement documents.
Key Responsibilities
Reviews and analyzes incoming requests and proposals for loan modifications, extensions, transfers, workouts, reconciliations. Prepares written summary of loan history, analysis of request and submits written recommendations. Engage the Legal Department for opinions and drafting legal documents as necessary.
Identifies at risk and/or non-compliant property owners/borrowers. Provides general counseling and technical assistance.
Confirms compliance with performance and reporting requirements and payment of insurance premiums, taxes, payments, and replacement reserves.
Processes and monitors loan payments, payoffs, and adjustments. Generate loan confirmations, invoices, notifications, and statements of accounts. Reconciles various loan servicing general ledger accounts, clears exceptions, and resolves issues.
Conducts routine and non-routine analyses of financial and operating statements. Determine cash flow and financial health of the property. Prepares written interpretations of analysis and project expectations for project.
Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations. Identifies unusual variances and take follow-up action as necessary.
Initiates end of affordability activities. Engage Legal Department to prepare Release of Lien and/or Termination of LURA and/or Termination of Restrictive Covenants.
Ensure actions, transactions, and records are properly recorded and stored in appropriate technical systems and records management files/systems.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.
WORKING CONDITIONS
This position is physically comfortable. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Six years of professional experience in accounting, budget analysis, finance, public administration or a closely related field are required.
Substitutions:
Experience cannot be substituted for the Bachelor’s degree requirement.
A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement

Prior work experience managing multiple projects, priorities, completing deadlines and adapting to changing production requirements and schedules.
Demonstrated analytical abilities with experience in collecting, analyzing, and presenting data to drive decisions.
Prior work experience using Microsoft Office, OnBase and SharePoint.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
