Position Overview The Executive Assistant/Case Manager serves a dual role, supporting the Executive Director in administrative functions and providing case management services to eligible veterans and their families. Under the direction of the Executive Director, the position supports agency operations while coordinating services for indigent and at-risk veterans, in need of social, medical, housing, financial assistance including peer support, advocacy, and connection to essential resources to promote economic self-sufficiency.
Summary of Job Duties Employees are expected to perform essential duties to performance standards. This position serves a dual role, with approximately 35% of responsibilities dedicated to Executive Assistant duties and 65% focused on Case Management functions. The percentage of time allocated to each area may fluctuate based on organizational needs and workload demands. Executive Assistant Duties (Approx. 35%)
Performs various administrative responsibilities in support of the Executive Director. Complete daily administrative and clerical functions to ensure consistent, veteran-centered service to include calendars, schedule meetings, prepare agendas, and coordinate logistics. Monitors deadlines and ensures timely completion of executive tasks and projects. May assist in the preparation of materials and documentation for Commissioner meetings, including agendas, minutes, and follow-up action items. Serves as the public records request coordinator to include tracking and coordinating responses in accordance with applicable laws and policies, collaboration with legal office, maintaining a request log and ensure documentation is properly archived. Directly supports the Executive Director and assists the director in developing, implementing, and updating policies and standard operating procedures (SOPs) for administrative efficiency. Drafts, edit, and format official correspondence and report as needed with accuracy and attention to detail. Supports special projects and initiatives as assigned by leadership. Case Management Duties (Approx. 65%)
Serves as a case manager for indigent veterans and at-risk veterans in need of social, medical, housing, and financial assistance. Provides peer mentoring and advocacy support and services to veterans and families. Conducts need assessments, develop service plans, and connect veterans to appropriate county, state, and federal resources. Collaborate with local community partners (e.g., shelters, behavioral health agencies, VA hospitals, and nonprofits) to ensure continuity of care. Advocate for veterans facing barriers to housing, healthcare, employment, and basic living needs. Maintains accurate case notes and documentation. Duties regarding case manager include but are not limited to the following: Leading staff in the creation policies and implementation of best practices to build a program to assist indigent veterans toward self-sufficiency. This includes developing a financial incentives program. Reviews requests for financial assistance and helps to create a tailored care plan to meet client's needs and issues by: Assesses client's financial, self-sufficiency and support network situation through one-on-one in-person meetings. Assisting clients with identifying and managing barriers to the achievement of healthy self-sufficiency. Coaching clients to set individualized goals and provides support and feedback as the client works toward achieving their goals. Connect clients to relevant community resources, with the goal of enhancing patient health and well-being, increasing client self-sufficiency, and reducing health care, housing and utility costs Coordinate as needed with client supports, community resources, treatment providers, and VSOs to facilitate client success
Works as a coach to collaborate with the client to set personalized goals, as well as supporting, motivating, and providing feedback to clients as they pursue their goals. Seeks and fosters partnerships with community services providers who will assist in developing independence strategies that will move veterans toward self-sufficiency. As needed, conducts periodic home visits to assess family resources and needs. Keeps abreast of current trends and practices in the field. Attends and participates in required training on topics relevant to the job. Works assigned schedule, exhibits regular and punctual attendance and works outside of normal schedule as required. Promote timely access to care and community resources, utilizing resources to remove barriers to care Increase utilization of preventive care with motivational interviewing techniques Document in developed care plan and communicate with director client progress toward goals Increase continuity of care by managing relationships and communication with tertiary care providers and referrals while maintaining a database of contacts, programs, and referral processes of each care provider Build rapport, maintain client contact, monitor and track client progress Maintain monthly statistics of cases managed and create reports to Director and Commission Assist in educating and training staff in areas of social services and resource providers May collect financial information and supporting documentation necessary for a financial application and determine need. Verifies housing costs and utility costs, reviews income and expense information, bank activity and client file history to make a recommendation for appropriate assistance for community and in house programs. Provides peer mentoring and advocacy support to clients and their families. Maintains the highest level of integrity and professionalism in all aspects of job performance.
Participates in and serves on County or other agency committees or councils and attends meetings representing the commission office.

In accordance with ORC 5901.06, employee assigned to this job shall be an honorably discharged veteran. Bachelor's degree in business administration, Social Work, Psychology, Criminal Justice or relevant field preferred and/or relevant military experience. A minimum of 3 - 5 years administrative experience or case management experience, preferably in a government, nonprofit, or veteran-serving organization. Strong knowledge of administrative procedures and records management. Familiarity with public records law (e.g., FOIA, Sunshine Law) and handling of public information requests. State Motor Vehicle Operator's License.
National Certified Credit Counselor. Additional Qualifications
Upon conditional hire into this position, and as a condition of continued employment, each employee is required to submit to and pass a drug test, criminal background check, and be insurable under the Commission's driving insurance provider guidelines.
Ability to document personal identity and employment eligibility within three days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act (I-9) requirements.
