Are you ready to step into a leadership role that drives reentry success? We are seeking a motivated and collaborative leader for a job rotation as Correctional Counseling Manager 1. This is an excellent opportunity to expand your leadership skills, work closely with agency leaders, and make a direct impact on successful reentry and release planning for Adults in Custody (AICs).
This position is a job rotation anticipated to last 12 months, though may be extended or decreased due to business need. This rotation available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manager's approval.
This position offers a hybrid schedule, combining office-based and remote work. The primary work location will be determined at the time of appointment. Travel throughout the state is required to provide in-person support to staff at multiple institutions.
About the Job Your Role
In this role, you will provide direct support to the Reentry & Release Administrator, Release Services Managers, and the Reentry & Release Team. You'll lead Release Counseling staff, oversee daily operations, and ensure that release services are delivered effectively, efficiently, and in alignment with state and federal requirements.
This is a fast-paced position that involves staff supervision, policy implementation, project leadership, and cross-agency collaboration all with the goal of removing barriers to release and supporting AIC success in the community.
Key Responsibilities
- Lead and support staff Oversee daily operations, assign and review work, coach and mentor team members, and address personnel matters.
- Ensure program compliance Maintain release planning standards in line with laws, rules, and ODOC policies.
- Collaborate and coordinate Serve as liaison with internal teams and statewide partners to improve efficiency and outcomes.
- Develop policies and programs Assist with setting goals, implementing procedures, and aligning resources to priorities.
- Manage projects and resources Lead projects, track budgets, analyze data, and recommend improvements.
- Engage stakeholders Work with staff, leadership, AICs, families, and partners to remove barriers to release.
This position is management service and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
Five years of lead work, supervision, or progressively related experience;
OR
Two years of related experience and a bachelor's degree in a related field.

- Strong understanding of ODOC policies, applicable laws, and release planning standard.
- Skilled in planning, organizing, and overseeing projects while managing budgets and resources.

- Proficient in engaging with staff, leadership, AICs, families, and community partners.
- Skilled in addressing personnel issues, resolving grievances, and facilitating productive discussions.

Working Conditions
- Work will be a hybrid of working in an office setting and working from home.
- Work includes extended sitting time at a computer terminal, involvement in telephone conversations, writing various documents, data entry, bending, lifting, stooping, and stretching.
- Some work will be performed in an adult correctional facility and incumbent will interact with AICs. Possible encounters with abusive/hostile AICs could pose a risk of personal injury and/or being taken hostage and death.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

About the Process What to Expect
