Examples Of Duties
Duties may include, but are not limited to, the following:
- Develops plans and programs to find economies of scale, eliminates duplication of efforts, and recommends courses of action which produce effective county-wide policy development.
- Acts for the County Executive Officer as directed.
- May serve as appointing authority for Department personnel.
- Reviews performance evaluations and staff development.
- Oversees County program planning and evaluation.
- Directs the gathering of statistical information and the preparation of a variety of County reports.
- Oversees development of new program efforts.
- Represents the County with community organizations.
- Deals with the most sensitive public complaints and issues.
- Provides expertise for other County management staff and elected officials.
- Performs a broad range of administrative and management duties.
- Attends Board of Supervisors meeting in the absence of the County Executive Officer.
- Represents the County in meetings with governmental agencies, advisory bodies, community groups and others.
- Evaluates subordinate staff.
- Oversees the preparation of reports, memoranda, special studies or research.
- Travels representing the County as requested by the County Executive Officer.
Minimum Qualifications
Experience: Equivalent to five (5) years of high level executive or administrative experience, including demonstrated successful knowledge and skills necessary to develop evaluate, and administer varied types of programs requiring large expenditures of funds and staff resources. Education: Graduation from an accredited four (4) year college or university. A Master's Degree in public administration, business administration or related field is desirable.
Essential Functions
- Assist the County Executive Officer as the responsible Executive in providing County Services.
- Effectively conducts and represents the County Executive Officer in meetings with community organizations, legislative representatives, and local advisory groups.
- Communicates effectively with others in a variety of circumstances.
- Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
- Resolve conflicts and respond appropriately to complaints from the public.
- Complete multiple priority projects with conflicting deadlines and under stressful conditions.
- Establish, implement and achieve goals and objectives.
- Maintain confidential information in accordance with legal standards and/or County regulations.
- Represent the County Executive Officer with the community and other agencies.
- Administer a budget, personnel and programs.
- Make presentations to the Board of Supervisors and other groups.
- Train, evaluate and supervise staff.
- Frequent use of depth perception and peripheral vision.
- Frequent use of hand-eye coordination.
- Frequent use of data entry device including repetitive hand and arm motion.
- Occasionally lift and carry up to 40 pounds.
- Normal dexterity, frequent holding and grasping.
- Sit or stand for long periods of time.
- Regular attendance is an essential function.

- Legislative process and the sequence of events needed to insure successful legislative outcomes.
- Current principles and practices of public administration.
- Employment law and practice in a union environment.
- Federal, State, and County laws and regulations applicable to the delivery of public services.
- Requirements, administrative techniques, and record keeping necessary for securing, maintaining, and effective functioning of grant programs.
- Local government budget development and expenditure control.
- Principles and techniques of effective employee assignment, supervision, training, and development.
- Plan, organize and supervise a variety of functions as assigned by the County Executive Officer, including a County-wide legislative and public information program.
- Direct and conduct complex research studies and develop policy recommendations for areas under executive oversight as well as those assigned by the County Executive Officer.
- Work effectively with individual Board members in evaluating the need for administrative support and deployment of available resources.
- Review the work of Administrative staff and resolve problems.
- Oversee the development and administration of a variety of grants.
- Effectively represents the County Executive Officer with community organizations and other government agencies.

Ability to:
Allowances
Allowances: $700 per month car allowance. $300 per month for all non-elected "A" Level executives. $150 per month communication allowance. Leaves: 96 hours per Fiscal Year. Vacation: 10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 80 hours). Sick Leave: 0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours) per year with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria. Holidays: Twelve paid holidays annually plus two optional holidays. Bereavement Leave: Five (5) regularly scheduled workdays.
Insurance: Merced County offers multiple Medical Plans and contributes towards employee and dependent premiums. Medical plan availability varies based on bargaining units.

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.
The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.
