Assistant Communications Security (COMSEC) Manager

Cimarron is seeking an Assistant Communications Security (COMSEC) Manager to support the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract at the Redstone Arsenal in Huntsville, AL.

Key Duties:

  • Support the implementation of a comprehensive MDA COMSEC Program to monitor and track all COMSEC account transactions across all designated locations.
  • Maintain control and accountability of all COMSEC material in accordance with NSA/CSS Policy Manual 3-16, the NSA Key Management Infrastructure Management Client Operators Manual (KMI MGC), and other applicable regulations.
  • Provide operator training, troubleshoot equipment failures, and perform DIRNSA or vendor equipment upgrades for TACLANE encryption devices, vIPer secure telephones, Simple Key Loaders (SKL), and KMI system updates.
  • Manage the Key Management Infrastructure (KMI) system to support the Primary KOAM with Controlled Cryptographic Items (CCI), including ordering, issuing, and managing Missile Defense System (MDS) keying material, policies, and procedures.
  • Offer technical advice on Type 1 encryption devices, secure voice networks, encryption technologies, classified material accountability, and security measures in alignment with DoD and NSA policies.
  • Ensure rigorous application of information security and COMSEC policies in the delivery, installation, troubleshooting, and maintenance of COMSEC equipment and keying material, including maintaining accurate LE hand receipts, inventories, and logs.
  • Verify that all personnel handling COMSEC materials meet need-to-know requirements, are properly briefed and trained, and are proficient in protecting COMSEC material.
  • Develop and implement enterprise COMSEC processes, procedures, and training to ensure compliance and operational effectiveness.

Required Skills, Experience, and Education:

  • Due to facility security requirements, only U.S. citizens are eligible for consideration at the time.
  • This position requires access to federal facilities. Candidates must possess a valid, unexpired Real ID-compliant driver's license or state-issued identification card at the time of hire.   • Ability to complete a pre-employment background check and drug screening, which will include but is not limited to testing for marijuana use.
  • Active Top Secret Clearance (or higher) with SCI eligibility.
  • 2 or more years of directly related experience.
  • Experience operating and administering KMI System Spiral 2 Spin 3 MR 3 or higher.
  • Service or DIRNSA COMSEC Manager Training (must have or obtain within 20 days of start date).
  • Current DoD 8570 IAT Level II certification (e.g., Security+).
  • Ability to ensure all COMSEC material is controlled and accounted for in compliance with NSA/CSS Policy Manual 3-16 and other COMSEC-related security doctrine (e.g., NSTISSIs, CNSSIs).
  • Ability to key, configure, and perform basic troubleshooting on TACLANEs, vIPer phones, and other COMSEC CCI equipment.
  • Ability to coordinate keying material issues directly with the appropriate Controlling Authority.
  • Willingness to work non-standard or rotating shifts as required by mission needs.
  • Ability to work independently or as part of a team to accomplish tasks and meet schedules.
  • Ability to develop training scenarios and documentation to enhance team expertise.
  • Ability to document and enforce established processes and procedures.
  • Capacity to work unsupervised, multitask effectively in a fast-paced environment, and demonstrate strong communication, interpersonal, and leadership skills.
  • Service school or DIRNSA school KMI CI-2 Certificate of Training for the Management Client (MGC) Operator Training Course, or equivalent.
