PSE is seeking a Utility Rate and Economic Analyst to provide analysis and consulting services to PSE clients for various economic and financial engagements. This role works closely with senior staff and project teams, mainly focused on contributing to the completion of utility ratemaking projects, including revenue requirements analysis, class cost of service studies, and rate design development. This role will also support client projects related to demand-side management programs, assessing the feasibility of solar and battery energy storage projects and other economic and financial analyses. Clients vary but are generally Generation and Transmission cooperatives and Distribution cooperatives in the electric industry.
The position requires a desire and ability to grow in critical thinking skills while producing reliable and accurate analysis that helps provide consulting solutions to a variety of “challenges” brought to us by our clients. A successful candidate must excel in time management and be able to efficiently manage multiple assignments to meet project and team schedules and budget commitments. PSE focuses on achieving high levels of client satisfaction; therefore, candidates must have a desire to exceed client expectations and be proficient and willing to advance in areas of client communications and relationship capabilities.
What You Will Be Doing: Core Values: Embrace, uphold, and live out PSE’s core values around People, Problem-Solving, and Progress Participate in the completion of various economic, financial, and business studies in a project team environment. Help prepare rate class cost of service studies to assess and design utility wholesale and retail rates for various services provided. Prepare analysis and impacts of various pricing and consumer engagement programs such as time-of-use rates, load management, EV charging, distributed generation, and large load (i.e., data center) rates and contracts. Prepare a comparison of utility rates between a variety of utilities for various types of electrical uses. Assist in preparing analyses and exhibits as needed to support expert testimony for filings. Process, clean, analyze, and summarize large datasets to identify trends, benefit streams, and cost streams in the development of models. Assist in developing and promoting service offerings around innovative rates, pricing programs, customer segmentation, operational improvements, etc. Such services are expected to require the use and development of skills related to; data processing, measurement and verification of impacts, short-term and long-term forecasting, modeling/predicting participation, pattern recognition and machine learning, survey design and administration, and related skills. Create cost-benefit models to assess the development of new demand-side management (energy efficiency or demand response) programs or to evaluate the cost effectiveness of existing programs. Build economic feasibility models to assess the financial viability for solar, battery, or hybrid projects for clients with various goals. Managing and documenting progress on assigned tasks, deadlines, and budgets for multiple projects simultaneously. Gathering, processing, and visualization of substantial amounts of data in Microsoft Excel, R and/or RStudio, Python, and Microsoft PowerBI. Possess the ability to work as a team and independently
What You Will Need:
Education and Experience A bachelor’s degree in business, finance, accounting, economics, or mathematics is strongly preferred. 5 – 10 years of related experience in consulting and/or a utility industry.
Knowledge and Skills Possess strong organizational skills needed to participate in multiple project teams simultaneously while completing tasks on time, on target, and within budget. Possess the ability and drive to produce excellent work products, analyze and learn new concepts, develop skills, and be a strong team player. Ability to develop client relationships. Possess integrity, honesty, accountability, and strong moral principles. Experience with electric utility ratemaking, finance, or accounting practices. Must have a strong experience and expertise using Microsoft Excel, PowerPoint, and Word. Experience with R, RStudio, and Python is a plus. Ability to work with large data file sets and manipulate them into workable formats Basic knowledge of electric utility billing structure and financial concepts. Experience with distributed energy resources and demand side management is a plus.
Compensation & Benefits: Salary Range: $88,268 - $103,002 annually.
This salary range reflects the anticipated base salary for five minimum relevant years of experience to ten maximum relevant years of experience. The successful candidate will be placed at a level that is commensurate with the candidate's relevant years of experience, education, and technical expertise.
