JOB OBJECTIVE: Performs highly complex human resources management work. Work involves serving as a subject matter expert in leave and timekeeping policies, procedures, and compliance, providing guidance and support to employees and management. This role also includes responsibilities in HR administration, employee wellness, ADA coordination, FMLA, internships, contractor oversight, and records management. May train others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES:
1.Serve as the subject matter expert for leave and timekeeping rules, regulations, policies, and procedures; interpret and apply guidelines and respond to employee questions. Inform management and employees of updates affecting pay.
2.Reconcile employee timesheets in CAPPS monthly, process changes or revisions, respond to staff questions, run end-of-month reports, and prepare emergency leave notifications for signatures.
3.Develop, review, and maintain current policies and procedures related to time and leave. Stay informed on changes to leave and timekeeping laws, requirements, and statutes, and make recommendations for implementation.
4.Train employees on timekeeping processes, FMLA, procedures, and agency leave policies, as needed. Track agency-wide mandatory trainings, including EEO, Ethics, Fraud, Defensive Driving, and other required training courses.
5.Provide lump-sum and force documentation to the Payroll Officer prior to the monthly payroll meeting.
6.Coordinate and maintain the agency’s Family and Medical Leave (FMLA), Sick Leave Pool, Extended Sick Leave, and Donated Sick Leave programs. Collaborate with the Payroll Officer and communicate employees’ leave status as needed.
7.Update and maintain the agency intranet, ensuring content is accurate and current for employees. Ensure workplace posters are accurate and up to date across divisions and historic sites.
8.Provide backup support for HR functions, including benefits administration, new employee orientation, parking coordination, building key management, and assisting with entering CAPPS requisitions for HR purchases.
9.Serve as the Agency Wellness Coordinator, overseeing wellness initiatives and monitoring the Employee Assistance Program (EAP) contract.
10.Coordinate and prepare the annual Staff State Service Awards for presentation at all-agency meetings and assist with Staff Awards Recognition Program.
11.Maintain and update staff schedules, including new hires, and route for signatures. Assist HR Business Partners with routing Functional Job Descriptions for approval.
12.Serve as the ADA Coordinator, collaborating with the HR Director to manage ADA requests and conduct interactive discussions to ensure compliance and accessibility.
13.Complete prior state service requests and job verifications.
14.Monitor and track the unpaid intern program and contractor activities, collaborating with divisions on candidate selection and coordinating with vendors on contractor scope of work. Participate on the Preservation Scholars Committee by attending meetings and assisting with the selection process.
15.Serve as the Records and Information Management (RIM) liaison for Human Resources by conducting an annual inventory of division documents and coordinating responses to open records requests.
16.Maintain the highest level of confidentiality in all HR matters and other issues affecting the division and agency.
17.Adhere to the established work schedule with regular attendance.
18.Follow all THC safety, procedural, and ethical guidelines.

Qualifications
Qualifications / Requirements:

·Bachelor’s degree from an accredited college or university. (Additional related work experience may substitute for required education on a year-for-year basis.)
·Two (2) years of experience as a Human Resources professional with at least one (1) year at a State of Texas agency.
·One (1) year experience managing time and leave processes, including FMLA administration.
·Proven ability to protect sensitive information and maintain the security and integrity of critical infrastructure.
·Strong skills in preparing, interpreting, and analyzing technical reports.
·Willingness and ability to travel up to 5% of the time. Preferred Qualifications:
·Experience using the Centralized Accounting and Payroll/Personnel System (CAPPS) KNOWLEDGE, SKILLS AND ABILITIES:
·Knowledge of current state and federal laws and regulations and of the principles and practices relevant to human resources management;
·Knowledge of the Family Medical Leave Act, Health Insurance Portability and Accountability Act and Privacy Law and Consolidated Omnibus Budget Reconciliation Act;
·Working knowledge of state leave laws regarding Extended Sick Leave, Sick Leave Pool, Parental Leave and Leave without Pay;
·Effective verbal and written communication, human relations and organizational skills;
·Strong attention to detail;
·Effective critical thinking skills;
·Skill in providing excellent customer service to both internal and external customers;
·Skill in operating a personal computer with word processing, database, spreadsheet and presentation software;
·Ability to compile and analyze data and generate reports;

ENVIRONMENT/PHYSICAL CONDITIONS: Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed.May involve travel, occasionally overnight.
