Reporting to the Senior Project Manager and/or Senior Program Manager of the World Trade Department's Project Management Division. The selected candidate will be responsible for managing Capital and Operating projects related to programs at the World Trade Center facilities. The selected candidate will be responsible for managing the various aspects of the project life cycle including initiating, planning, executing, monitoring/controlling and closing for each assigned project in support of efficient WTC operations and maintenance activities and keeping the facility and its assets in a state of good repair.
Responsibilities will include but will not be limited to the following:
-Day-to-day project management including but not limited to project planning/initiation, site visits, attend and organize meetings, resolve technical issues in coordination with Facility Operators (Site Wide Property Managers) and Engineering technical leads, and other stakeholders.
-Coordinate site visits to develop detailed project scope of work based on the prioritization of project/program efforts.
-Review design/construction documents including cost estimates and schedules.
-Navigate project complexities, anticipate stakeholder needs, and develop potential mitigation solutions.
-Establish project economics and timeline in conjunction with the appropriate stakeholders.
-Collaborate with Engineering to retain the necessary internal and external resources, including appropriate professional services, to advance the assigned projects to conceptual/preliminary design or final design.
-Collaborate with Engineering Construction Management Division to implement the projects in construction according to the approved contract parameters.
-Conduct regularly scheduled meetings with the appropriate stakeholders to ensure the project scope, schedule and budget are maintained and implement recovery plans for unanticipated delays.
-Manage design and construction activities to ensure that all work is completed within established budget and schedule milestones and is in accordance with plans and specifications.
-Evaluate program scope of work, financials, cash flow analyses, and cost estimates, as well as purchase orders, change orders, and invoices and implement actions to facilitate program compliance and the successful delivery of the program.
-Take the lead in establishing project risk parameters and developing the appropriate risk contingency plans.
-Drafting high quality scoping and authorization documents including but not internal capital authorization documents, board items, briefing folders, and presentations, ensuring that all project related information is current and accurate as required.
-Participate in the authorization process for assigned projects including preparing the necessary material/presentations for Capital Planning Oversight Committee (CPOC) Review and Board Authorization and attend CPOC meetings as requested.
-Interact with Port Authority staff departments and outside agencies in support of project work.
-Prepare project status reports for supervisors, senior and executive staff on a periodic basis.
-Ensure projects are properly completed and closed out.
Requirements:
-A minimum of three (3) years of owner representative/project management experience, specifically in High Rise Commercial, Transportation and Retail related projects/programs, managing both professional design development and construction implementation
-Bachelor's degree in engineering, Architecture, Construction Management, in conjunction with commensurate years of industry experience.
-Proficiency in the use of standard Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams), Adobe Acrobat/Bluebeam, and ability to quickly adapt to Port Authority software and reporting systems.
-Candidate must be able to perform visual surveys and oversee projects on construction sites. Must be capable of scaling ladders, enter confined spaces, etc. as required.
-A 10-hour OSHA safety certificate is required or must be obtained immediately upon hire.
-Demonstrated experience in fields of project management, architecture, mechanical, electrical, civil, structural and construction including establishment of project plans, setting priorities, and incorporating facility operations and security requirements into project plans.
-Proven ability to manage projects of varying complexity, risks and to effectively utilize limited available resources to achieve goals and mitigate project risk utilizing risk management protocols.
-Demonstrated knowledge of the principles, methods and tools for developing, scheduling, coordinating, estimating, and managing projects and resources, including monitoring and/or inspecting costs, work, and contractor performance.
-Demonstrated knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development.
-Demonstrated experience in managing and coordinating multi-use construction projects, such as transportation Hub, Retail, High-Rise Commercial/Office, and Institutional i.e. Performing Arts Centers and Museums.
-Excellent oral and written communication skills and interpersonal skills include presenting to larger groups of stakeholders to advance projects at all levels internally and externally to establish credibility on project teams.
-Professional Engineer or Registered Architect license in New York or New Jersey is desired.
-Project Management Professional (PMP) certification is desired.
