Overview:
The Oracle Health Government Services Requirements Team (OHGS) is seeking a Requirements Analyst to support Oracle Health's mission of delivering high-quality, integrated Electronic Health Record (EHR) solutions across federal healthcare programs. This role plays a key part in driving outcomes under the Client Excellence pillar, ensuring that requirements are managed, validated, and delivered in alignment with project goals, stakeholder expectations, and contractual obligations.
NOTE: Due to the client contract, this position requires you to be a U.S. Citizen and eligible for federal security clearance.

Job Responsibilities include:
Lead the development and maintenance of the Requirements Traceability Matrix (RTM) to ensure complete traceability between EHR functional and non-functional requirements, clinical workflows, system interfaces, data exchanges, and verification activities.
Define, document, and enforce Definition of Done (DoD) criteria to validate requirement completeness and ensure clinical and technical stakeholder alignment.
Create and manage requirements task plans, prioritize workstreams, track deadlines, and ensure timely completion of all analysis and documentation deliverables.
Conduct in-depth business process analysis of current-state clinical and administrative workflows, identify system and process gaps, and recommend future-state improvements to optimize care delivery and EHR integration.
Evaluate the impact of changing requirements on project scope, schedule, and system architecture and implement formal change control processes to manage baseline integrity.
Support EHR system development and integration activities by applying Agile, Waterfall, and hybrid delivery methodologies, ensuring alignment with project and organizational standards.
Provide mentorship to junior analysts and contribute to process improvement initiatives that support the Client Excellence pillar and enterprise delivery standards.
Basic Qualifications
U.S. Citizen (federal contract requirement)
Minimum of 3-5 years of experience in requirements analysis, business analysis, or systems analysis within IT, healthcare, government, or federal consulting environments.
Proven expertise in managing complex requirements lifecycles, including elicitation, documentation, validation, and traceability across large-scale EHR or enterprise system implementations.
Extensive hands-on experience with RTM development and maintenance, and application of definition of done to validate both functional and non-functional requirements.
Demonstrated ability to collaborate with diverse stakeholders, translate business and clinical needs into actionable technical requirements, and lead working sessions that drive clarity and alignment.
Advanced experience performing business and systems analysis, including mapping workflows, analyzing system dependencies, data integrations, and interface requirements.
Strong analytical and problem-solving skills, with the ability to identify and close requirement gaps, perform impact analysis, and drive alignment across workstreams.
Skilled in facilitating workshops and stakeholder meetings to support requirement validation, scope refinement, and solution planning.
Deep knowledge of SDLC methodologies, with proven application of Agile, Waterfall, and hybrid project environments.
Preferred Qualifications
Bachelor's degree in Business, Healthcare IT, Information Systems, or a related field.
Professional certifications such as CBAP, PMP, Agile, Scrum Master, or SAFe.
Experience with Cerner/Oracle Millennium, Epic, or similar EHR platform implementation or optimization projects.
Background in federal government or DoD consulting
Demonstrated success managing competing priorities and leading requirements initiatives in high-paced, collaborative environments.
Strong adaptability, creativity, and strategic thinking in the face of ambiguity and evolving priorities.
Proven leadership in driving continuous improvement in requirements processes, documentation standards, and stakeholder engagement.
Expectations:
LOCAL candidates-work onsite at the Rosslyn/Arlington location 2-3 days per week.
Work in accordance with corporate and organizational security policies and procedures, understand personal role in safeguarding corporate and client assets, and take appropriate action to prevent and report any compromises of security within scope of position

US: Hiring Range in USD from: $79,100 to $158,200 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
