Director of Housing Services The position ensures compliance with County Behavioral Health Services requirements, Coordinated Access System standards, county-designated HMIS and electronic health record documentation expectations (including SmartCare where applicable), Medi-Cal claiming rules, and applicable state and federal housing regulations. The Director operates at a systems leadership level distinct from direct service provision and retains accountability for compliance, data integrity, performance outcomes, and corrective action, regardless of task delegation. ESSENTIAL DUTIES AND RESPONSIBILITIES (ILLUSTRATIVE ONLY) The duties listed below are intended only as illustrations of the various types of work that could be performed. Serves as Turning Point Community Programs' designated Homeless and Housing Administration (HHA) authority and collaborative primary liaison with County Behavioral Health Services, Continuums of Care, Managed Care Plans, and housing partners. Provides system-level leadership to develop, implement, and maintain agency-wide housing and homelessness workflows, policies, and documentation standards in collaboration with internal stakeholders. Works collaboratively across departments to ensure alignment with County housing administration requirements, Medi-Cal claiming rules, HMIS and county-designated electronic health record standards, and housing program regulations. Retains accountability for housing-related data integrity across county-designated EHR, HMIS, and internal tracking systems, regardless of task delegation. Partners with program leadership and Quality Assurance to monitor compliance benchmarks and support timely corrective actions related to housing compliance, data quality, or contract monitoring outcomes. Reviews audits, dashboards, and outcome trends with internal stakeholders to identify system-level risks, gaps, and improvement opportunities. Delegates housing data, reporting, and training functions across appropriate departments and program leadership while maintaining oversight, role clarity, and escalation protocols. Oversees housing-related training in coordination with the Training Director and program leadership and ensures training completion is documented and audit-ready. Supports agency participation in interagency housing coordination forums and case conferencing and represents TPCP at County, regional, and statewide meetings as appropriate. Provides vision and direction for housing-related program services in coordination with the Chief Development Officer and supports organizational needs to ensure service continuity and compliance. Enforces agency policies, procedures, and documentation standards across applicable programs and service areas. QUALIFICATIONS MINIMUM: A typical way of obtaining the knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a Bachelor's degree in human development, Social Work, Psychology, Public Administration, or a related field. Minimum 4 years of experience as a provider of mental health and/or housing services. A minimum of two (2) years of program or system-level management experience with supervisory responsibility. Demonstrated understanding of housing programs and needs of communities served. PREFERRED: The exceptional candidate would have knowledge of and experience with Housing First models and system-level housing administration. Demonstrated experience with HMIS, SmartCare or other EHR, Medi-Cal documentation, and interagency coordination. Schedule: M-F Compensation: $74,880 to $81,057 LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS California driver's license & current vehicle insurance/registration Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles.
