This position serves as the Assistant Director of Services for the Caroline County Department of Social Services, overseeing the Child Welfare and Adult Service Units. Responsibilities include direct supervision of five (5) Program Managers, a Social Worker II (Child Advocacy Center (CAC) Coordinator), and a Family Services Caseworker II (Family Advocate for the CAC). The incumbent is responsible for establishing and implementing policies and procedures, setting and evaluating program goals, and providing direction, planning, evaluation, and coordination for Child Welfare and Adult Services programs. This role also encompasses oversight and management of CAC services, including accreditation processes, agency-wide strategic planning, and special project oversight. POSITION DUTIES
OVERSIGHT and MANAGEMENT Provides comprehensive planning, coordination, evaluation, monitoring, policy and decision making for all service programs operated by the Caroline County Department of Social Services, and the Caroline County Children’s Advocacy Center to ensure compliance with State and Federal laws regulations.
Establishes overall policies, procedures, goals and standards for all programs and continuously evaluates their overall effectiveness.
Provides consultation, case management planning, decision making, and interpretation of policy to Child Welfare and Adult Services staff in the absence of supervisor to ensure continued operation of programs as defined in COMAR.
Ensures fiscal resources for the Division are utilized, appropriated, and managed effectively. Oversees the following budgets for Child Welfare and Adult Services: Super Flex Funds; Time-Limited Reunification; Adoption Promotion/Support Services; Promoting Safe and Stable Families-Caseworker Visitation: Respite Care for Foster Care; Independent Living; Interagency Family Preservation; Recruitment and Retention; Family Centered Practice; Kin Connection; TANIF Funded CWS: LexisNexis; Child Abuse Prevention and Treatment Act (CAPTA) In-Home Aide Services (IHAS) for Adults; Project Home; and Respite Care for Adults.
SUPERVISION OF DIRECT REPORTS Provides leadership, supervision, and direction to the Division's five (5) Program Managers responsible for the service delivery in all Child Welfare and Adult Service Programs, Social Worker II who functions as the CAC Coordinator and Family Services Caseworker II who functions as the Family Advocate for the CAC.
OTHER MANAGERIAL RESPONSIBILITIES Represents the local Department of Social Services at meetings with public, private and community groups to promote Department initiatives and/or resolve problematic cases or inter-departmental issues concerning our clients.
Represents DSS at meetings and Interagency or DHR committees to develop, plan and interpret State and local policy and regulation.
MINIMUM QUALIFICATIONS
Education: Masters degree in Social Work (MSW) from an accredited college or university.
Experience: Three years of child welfare experience, three years of supervisory experience, and two years of program and project management experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications: Three years of strategic planning experience.
Two years of budget management experience.
Two years of change management experience.
LIMITATIONS ON SELECTION
LCSW-C or LMSW Independent Licensure is required.
