Remote: No. Telework Eligible: Yesas determined by agency policy. Senior Project Manager Personal Services Contract (PSC) THIS IS A NON-PERMANENT POSITION. YOU DO NOT ACQUIRE COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION. Position Overview These positions are full-time Personal Services Contract (PSC) positions located in the Bureau of Arms Control and Nonproliferation (ACN), the Office of the Nonproliferation and Disarmament Fund (NDF), U.S. Department of State. The incumbents will serve as Senior Project Managers and report directly to the NDF Office Director. These positions require extensive specialized experience in contingency operations, project management, and nonproliferation efforts, particularly in austere environments. The incumbents must possess a willingness to deploy globally within 12 hours and hold an active Top Secret (TS) Sensitive Compartmented Information (SCI) clearance. Specialized Experience Requirements Middle East Experience: Demonstrated technical expertise in working on counter-weapons of mass destruction (CWMD) programs in the region, including chemical, biological, radiological, and nuclear (CBRN) crisis response and threat mitigation. Radiological/Nuclear Program Experience: Proven experience in managing or supporting radiological and nuclear programs, including the disablement of nuclear production facilities and safeguarding methodologies. 12+ Years of Experience: A minimum of 12 years experience working in or with the US Government (USG) and/or on CWMD programs in austere locations. Global Deployment Capability: Willingness and ability to deploy anywhere globally within 12 hours of notice, including high-risk environments. Security Clearance: Active TS clearance required.
Responsibilities Oversight of Contingency Operations: Serve as the Departments recognized experts on overseas CBRN contingency operations and logistics. Coordinate directly with Chiefs of Mission during crises response and lead technical CBRN teams in austere environments. Develop operational and logistical procedures to support National Security Council directives and engage senior leaders across U.S. Government agencies (e.g., DoD, DoE, DHS, DIA, CIA). Lead rapid response efforts to mitigate CBRN threats, including equipping and training security entities, assessing compromised facilities, and neutralizing WMD in hostile locations.
Monitoring and Evaluation of NDF Projects: Conduct systematic reviews of ongoing projects, identifying implementation challenges and risks. Adapt new approaches to project management metrics and evaluation, ensuring projects meet their intended purpose efficiently and effectively.
Coordination and Representation: Ensure sufficient funds are available, obligated, and expended for all NDF projects supporting contingency operations. Represent the NDF in interagency meetings, providing recommendations on complex courses of action. Work with host state officials, implementers, and international organizations to coordinate NDF projects and their execution.
Qualifications Mastery of management principles, practices, and techniques to execute program activities of global importance. Advanced program management skills, including qualitative and quantitative methods for assessing program effectiveness. Comprehensive knowledge of national and international nonproliferation efforts and the Departments structure, missions, and operations. Ability to communicate effectively with senior officials, both orally and in writing, to develop policy, guidance, and reports. Experience in coordinating with foreign governments, international organizations, and U.S. agencies under extreme circumstances.
Physical Demands And Work Environment Frequent domestic and international travel, including to austere and high-risk locations. Work may involve irregular hours and visits to facilities with uncontrolled environmental conditions.
Period Of Performance These positions are considered full-time and may require extensive travel. The incumbents must be available for immediate deployment globally as required. Benefits Annual & Sick Leave: The PSCs earn annual and sick leave in accordance with U.S. Office of Personnel Management regulations. PSCs are paid for federal holidays within their tour of duty. Health & Life Insurance Reimbursement: PSCs may be reimbursed up to 72% against actual costs of annual health and life insurance premiums, eligibility requiring enrollment in a qualifying plan.
